Singapore Company Developing Kigali City Master Plan

Recently, at the City of Kigali urban planning and construction one stop centre center, activities of drafting of the detailed physical plans of Gasabo and Kicukiro districts commenced.

The master plans will be developed by SCE SURBANA from Singapore which also developed the Nyarugenge master plans.

During the first stakeholders meeting that brought together REMA, EWSA, RTDA District land bureaus, architects and surveyors, the Director of Kigali Urban Planning and Construction one centre Mupende Lilian indicated that as opposed to the Nyarugenge master plan which was mainly targeted at developing a financial and commercial hub, the plans of Gasabo and Kicukiro will be aimed at developing residential townships. “However, each district will have its own uniqueness and this will come from the different stakeholders in the districts,” she pointed out.
“The master plans will ensure the sustainability of all land use developments in the City and it will guide city development in the next 20 to 30 years,” Mupende Lilian added.

The master plans will integrate the existing sub-area plans of Kimihurura and Kinyinya in Gasabo, and Rebero and Masaka in Kicukiro and other existing zone plans. The Singaporean experts also indicated that that they will develop these district plans as part of the already existing detailed plans of Nyarugenge and the new Central Business District (CBD) at Muhima.

The Gasabo and Kicukiro district detailed plans will be completed in December this year and will cost Rfw 2 billion (3.5 million USD).
