About the High Commissioner
H.E Guillaume Kavaruganda
Ambassador Extraordinary and Plenipotentiary of the Republic of Rwanda to Singapore
Ambassador Guillaume Kavarguganda was born in Kigali, Rwanda on 13th February 1969. He attended Secondary School at College Saint Andre in Rwanda before attaining a Laurea Triennale from the University of Perugia, Italy, in October 1995. This was followed by a Master’s in International and European Union Laws from Université catholique de Louvain in Belgium in 1997.
As part of his political career, Ambassador Kavaruganda served as First Secretary at the Rwandan Embassy in Washington DC, USA from April 1999 to July 2002 and Counsellor at the Rwandan Embassy in Switzerland from July 2002 to December 2005. He has also served in the Rwandan Ministry of Foreign Affairs and Cooperation, serving as Director of Protocol from January 2006 to September 2009 and Expert on Northern European affairs from September 2009 until July 2010. Prior to being appointed as the High Commissioner to Singapore in July 2015, Ambassador Kavaruganda also served as Rwanda’s Minister Counsellor in Netherlands from May 2010 until July 2015.
Outside of work, Ambassador Kavaruganda enjoys reading, writing articles on social issues and cinema. He is fluent in 4 languages- Italian, French, Kinyarwanda and English.
